Where these letters come from
They are fullwidth characters, created for a practical reason: in Japanese, Chinese and Korean every character fills a square, so Latin letters and digits needed versions just as wide to fit the grid. The internet adopted them as a style because they give text a slow, spacey rhythm.
The wide-space trick
To keep the effect, the generator also replaces spaces with the ideographic space (U+3000), which is as wide as a letter. Punctuation has wide versions too: !?()@#.
